I enclose two paragraphs about Hong Kong and arrangements for the Colony's liberation which the Foreign Secretary is consider- ing for inclusion in the speech on foreign affuirs which he is to make in the House of Commons tomorrow.
I will be grateful if you will let me know as early as possible tomorrow morning whether the last five lines or paragraph are suitably in line with the instructions of the Chiefs of Stuff to the British Commanders to comply with President Truman's directive that all necessary arrangements should be co-ordinated with the Chinese.
